PASIGHAT, Nov 25: The 6th Onyok Moyong Memorial Cricket Tournament began at IGJ Govt. Hr. Sec. School playground of today.
Siang Rider Cricket Club defeated the Renging Cricket Club by 10 wickets in the opening match today.
Deciding to bat first after winning the toss, Rengging CC could score a paltry 39 runs losing 10 wickets in 16 over. Siang Rider CC successfully chased the target without losing any wicket. Winning team’s India Taruk, who took two wickets and made 38 runs, was chosen as man of the match.
19 teams from the district are participating in the tournament.
The final match will be played on December 5.
Principal Secretary takes stock of law and order situation

ITANAGAR, Nov 25: The Project Affected Peoples’ Forum (PAPF) of 3097 MW EHEPCL Etalin project has appealed for introduction of direct electronic cash transfer of one percent power fee from the project developer’s into their account through the Local Area Development Committee.
In its memorandum submitted to the Chief Minister, it requested for its implementation against the hydro projects allotted to M/S Jindal Steel and Arunachal Pradesh Hydro Power Corporation Limited. Its other demands include equity fee against the EHEPCL project to ensure the PAPFs for bearing the 100 percent expenses to be incurred on the compensation and R&R Plan Package and implementation of Compensation Package against the diversion of USF land.

KVK training
ITANAGAR, Nov 25: A two days district level training on sustainable production and management strategies of Rabi crops for higher income generation was conducted by Krishi Vigyan Kendra (KVK), West Siang on November 24 and 25.

The farmers have shown keen interest on True Potato Seed (TPS) as the crop is being introduced for the first.
The scientists assured the farmers of technical guidance and support for any problems in cultivation of the crop.
SBI branch demanded
ITANAGAR, Nov 25: The people of Kaying-
Kaying being one of the rapidly growing town in the state in terms of population and economic activities fulfill all the basic criteria for establishment of a bank branch and treasury office. It has about 5000 population within the town area and it is surrounded by 24 villages which may have more than 10000 populations, the memorandum said.
Beside the civilian population, there are large numbers of salaried people who are facing problems in drawing salaries at Aalo. There are also some departments who have DDOs powers but doing there transactions at Aalo and this can be avoided if the new branch is opened at Kaying, the memorandum said.
Apart from this, there are two GREF companies, 92 RCC and 144 BCC which is very much likely to open more than 2000 accounts as soon as the branch starts functioning.
Moreover, there are private power developers like, Reliance Power, JP, Sarda Echo Power Ltd etc. working in the area. Further, there are more than 1000 Indian Army Jawans, Arunachal Scouts and ITBP personals in Kaying.
It informed that one Kaying based NGO, the Peoples Action for Development (PAD) wrote to the Regional Manager SBI Regional Office Itanagar for creation of a new SBI branch at Kaying last year, which was responded positively and assured to initiate necessary action at the earliest but nothing has happened till date.
MLA Tamiyo Taga also wrote a letter to the Regional Manager State Bank of India, Regional Office Itanagar last year for creation of new SBI branch at Kaying and the Regional Manager had promised to send an inspection team to Kaying in March this year but its promises remained unfulfilled, the memorandum rued.

ITANAGAR, Nov 25: Three days district Level Cub Bulbul Utsav organized by the district headquarters, Bharat Scouts & Guides, Papum Pare, Yupia concluded at Govt. Middle School Borum yesterday.
Many activities like Cub Greeting, Bulbul Tree, Ka Dance, Tara Story, jungle dance, bulbul greeting, storytelling, poem recitation, balance keeping race, frog race, balloon bursting, musical chair race, group song and dance, quiz competition, make friend competition etc were conducted during the camp.
The valedictory function was attended by Parliamentary Secretary (Urban Development & Land Management) Techi Kaso, who encouraged the Cubs and Bulbuls to participate in such activities in a disciplined manner along with academic studies. Meeting on regulation of clinical establishment held
SEPPA, Nov 25: A meeting on regulation of clinical establishment was held at DC’s chamber, Seppa yesterday.
Chairing the meeting, Deputy Commissioner Sandeep Kumar Singh directed DMO for regular checking of laboratory or other equipments and also verification of certificates of technicians. He also cautioned that no clinical establishment should open in absence of laboratory technician.
DMO Dr. N. G0eyi clarified that clinical establishment includes clinical laboratory or diagnostic centres excluding pharmacy were medicines are sold. He said that regular checking shall be conducted in order to see whether they are complying with guidelines or not.
Dr. K. Gyadi, Medical Superintendent informed that clinical establishment Act,2010 (GOI) is being implemented throughout the state under which no person can run a clinical establishment without registration under the Act and every clinical establishment either private or government has to apply to District Registering (DRA) Authority for registration under the Act. He asked all the technicians for maintenance of register and furnishing data or information to DMO’s office by 15 of every following month.

IMC resolves to manage solid wastes
ITANAGAR, Nov 25: The Itanagar Municipal Council (IMC) in its 10th Business Meeting at Naharlagun today adopted several resolutions, including proper management of solid wastes.
The meeting resolved door to door marking of every household within the IMC for proper identification of the household, discourage bamboo plantation in and around the government quarters, colonies and create awareness on health, to issue NOC for Earth cutting and any other development work done by any individual or governmental organization.
The IMC has further decided to impose minimum possible civic charge for solid waste management from the dwellers of Itanagar municipality. It will pursue the state government to release the proposed sanitation vehicle for proper management of the sanitation in the Capital Complex to keep the city clean.
DLSDEGIC meeting held
SEPPA, Nov 25: The District Level Skill Development and Employment Generation implementing committee (DLSDEGIC) meeting was held at DC’s chamber Seppa, yesterday. Cold Tawang reels under shortage of Kerosene

TAWANG, Nov 25: With the onset of the severe winter and the temperature dropping below subzero in Tawang, there is a huge outcry over the shortage of SKO in the district. Kerosene in the district is 75 percent short to the actual entitled requirement of 48KL (kiloliters) considering an allocation of 3.95 liters per ration card per month of 12,315 ration card holders.
On contacting the office of the DF&SCO Tawang, it was found that the entire district is allocated only 18 to 28KL in a month which means 1.46 to 2.27 liters of kerosene allocation per ration card holder.
“I have a considerable difficult task of managing supply versus demand. And to see to that all beneficiaries are fairly catered their share, I can at the maximum issue 3 liters of kerosene to a card holder”, said DF&SCO Tawang in response to the scarcity of SKO in the district.
A large section of the society living in rural parts of Tawang who do not have LPG connection nor can avail the benefit is dependent on kerosene for both cooking and heating purpose which also serves as an alternate source of illuminating homes during the lean winter season when there is huge shortage of power supply in the entire district.
A woman in her late 60s at the kerosene depot standing in a queue shared how she manages cooking three meals a day on 3 (or less) liters of subsidised kerosene.
“Almost the entire month I end up burning straws to make fire for cooking, even stringent use of 3 liters last for 10 to 12 days. God alone knows who will sort out the crisis”, she added.

The scholarships are offered to Arunachal students pursuing Mass Communication at the undergraduate and post graduate levels in the state. It consists of a certificate and an annual scholarship of Rs. 25,000.
In addition to this, the selected scholars will also have 10 of their articles published in The Arunachal Times over a period of a year, which will not only add to their portfolio but also give readers an insight into what young Arunachal is thinking.
Of the two selected scholars, Hage Yami is a second year student at St Claret College. Daughter of Hage Taming and Hage Yakang, Yami is a product of Higher Secondary School, Ziro.

Struggle for power; uneasy times ahead

Even though the Indian government has propagated big and mega hydro power projects in Arunachal to tide over its power scarcity as well as to tap the massive water resources, partly a nervous response to the Chinese plans of damming the Yarlung Tsangpo in Tibet, the report of China making operational a dam has triggered anxiety of gigantic proportions.
With plans to fully commission the project next year, there are fears that it will result in flash flood as well as deprivation of water resources in downstream Arunachal, Assam and Bangladesh.
Even though China had started studies on Tsangpo River in the early 70’s to tap the hydro power resources, for a long time it continued to deny that it was planning or building any dams on the River.
But then on Sunday, it came out in public that the plant of 510 MW is indeed partly operational. Reports say that three more dams amounting to 1500 MW is to be built soon.
As India has already planned many dam projects in Arunachal, even violating guidelines, it does not make sense to cry foul. Both the countries are on the same mission of tapping resources and on the same river. The downstream Arunachal will have to bear the brunt of floods in days to come as the natural flow of water is bound to be obstructed. Even though it is dubbed a run of the river dam, the flow will be controlled which could mean flash floods which Siang River once experienced in 2002 leaving a trail of devastation.
And again, there is also report of Chinese plan to divert the Tsangpo waters to northern part of China, which is water scarce. That could ultimately end the Indian Hydro dream in Arunachal. Only time will tell the possible outcomes but the fact remains that in absence of water sharing treaty or even a policy of bilateral cooperation on water between the two powerful countries, the days ahead are going to be absolutely uneasy.
Both countries have so far been very aggressive in its efforts to tap power with no regards whatsoever for fragile ecology. The rush for “Hydro dollar” has blinded the countries to such an extent that it refuses to see any reason.
Pristine nature and biodiversity, once gone can never be gotten back. Before the devastation is complete and irreparable, it makes sense to come together on a forum to chart out a policy to minimise the destruction of nature in the name of tapping resources.
Meanwhile, those living along Yarlung Tsangpo, Siang and Brahmaputra can only hope that River will not take the anger out on them.

Dumporijo Police has registered a case under section 302 IPC after the relatives of the deceased lodged an FIR at Dumporijo Police Station.
The woman was running a shop after her husband’s death. Although it is yet to be confirmed, she is suspected to have been killed after rape.
The investing officials have collected blood samples of the deceased for examination and three suspects have been arrested from Likabali check gate. All the three alleged accused are reportedly from Laluk under North Lakhimpur district, Assam, informed Galo Students’ Union President Damik Gameh in a release.

Further, GSU cautioned all the contractors and business establishments operating within Galo inhabited areas to refrain from engaging doubtful labourers without having proper ILPs.
Road connectivity to all villages by 2019: Rijiju
ITANAGAR, Nov 25: Union Minister of State for Home Affairs Kiren Rijiju today said that he would initiate measures to provide road connectivity to all unconnected villages of Arunachal Pradesh by 2019. He said this while Parliamentary Secretary Markio Tado called on him at his office in North Block in New Delhi today.
During his meeting with Rijiju, Tado briefed the Union Minister about the road communication problems of Tali Assembly Constituency, especially Tali ADC headquarters and Pipsorang circles.
While reiterating the fact that Tali was established in 1957 during NEFA period under Political Officer P N Kaul, Tado emphasized that these critical administrative points have remained unconnected with rest of the state for 57 years. Tado informed Rijiju that lack of road connectivity to Tali has resulted in large scale migration of local population to different towns of the state especially to Itanagar, Naharlagan etc mainly due to lack of health, education and other basic facilities.
Tado strongly appealed to the Union Minister to take urgent measures to connect the Pipsorang circle and to give priority to the ongoing road from Chetam to Pipsorang under Additional BADP schemes and also the Indo China Border Road from Damin to Lemiking via Pipsorang Circle to facilitate connectivity for the people of this landlocked area.
Tado also apprised Rijiju that Yangte to Tali Road, the lone road connecting the Tali ADC headquarters, which serves as the lifeline for the people of Tali and Pipsorang, requires improvement along with realignment.
Both Rijiju and Tado discussed in details the accessibility points to these areas and explored the scope for giving immediate road connectivity.
Tado mentioned that it is in the greater interests of the socio economic development of Tali that the connectivity issues should be addressed on priority basis which will check migration of populations to other parts of the state.
Rijiju assured Tado that he would look into the matters raised and requested the latter to come with necessary PFR and DPRs through proper channel as proposed.

Starting today till Nov 28, athletes better known as trail runners will be charting
a journey of 100 kms criss-
The participants will be running along handmade trails that local Adi villagers have built and maintained over generations in Siang valley. These trails connect villages, to agricultural fields and the local hunting spots. The entire trail will include running and crossing three hanging bridges over Siang River.
The course will be a challenging one, covering over 100km of single track technical trail. The distance and elevation will range from 35kms to up and down along 1000mtrs above sea level on the first and second day, and running along 45kms with the same altitude variations on the third day.
Around 23 trail runners both international and domestic have reached Pasighat for the run starting near Bodak on the left bank of Siang. Top rated Australian trail runner Sarah is also participating in the event. The first and inaugural edition of the run is being held by invite only. Interested athletes had to register through the runsiang.com website and were later selected by the organisers.
According to runsiang.com, the website of the event, the 3 day run is fully supported, authentic Indian jungle trail running adventure. Beside from the distance of the three day run, focus is directed to community, culture and adventure, informs the organisers.

Arunachal gets Namsai as its 18th district
NAMSAI, Nov 25: Namsai on Tuesday officially became the 18th district of Arunachal Pradesh, as Chief Minister Nabam Tuki made the declaration, amidst jubilation at an inauguration function.
"It is a day to rejoice for the people of this beautiful place as their long cherished dream is fulfilled," Tuki, clad in traditional Khampti attire, said as he received a thunderous applause from the people gathered on the occasion.
The Poi Pee Mau festival ground was agog with enthusiasm as thousands of people thronged the venue to be a part of the grand celebration.

He said Lohit district was created from erstwhile Lohit Frontier tract and later three new districts, Dibang Valley, Lower Dibang Valley and Anjaw was created from it.
"Namsai being the youngest child deserves more care and affection from the parents (government) and we are committed to provide all support to make it a model district," he said.
The chief minister exhorted the officials to prepare a master plan for the new district and the state government would extend all possible help.
Giving a genesis of the history of the district, Tuki recalled the contributions of various former stalwarts and maintained that Namsai would soon become an education hub of the state, with various educational institutions in the pipeline.
"The Lord Mahabodhi College will change the district into an abode of Buddhist teachings," he said as he highlighted various initiatives of the government through numerous flagship programmes.

Speaking on the occasion, Parliamentary Secretary Geology & Mining, Phosum Khimhun said that celebration of festivals strengthens the bonding among the community and various sections of society. Stressing on “Culture and unity”, he called upon the Noctes to preserve and protect their rich, vibrant culture and tradition and unique identity adding that it should be a collective responsibility.
Festival is an integral part of our identity, he reiterated, while emphasizing on the need to remain connected to one’s cultural roots and identity. “We must take efforts to preserve traditional costumes, artifacts and crafts for posterity”, he further said.
Khimhun on the occasion also urged to promote and showcase our festivals to the outside world, which will also boost tourism for our state.
Earlier, the Loku President, Manje Tangjang throwing light on Chalo Loku at Itanagar said that the celebration of this festival started with a modest beginning from 1987 and this year marks the 27th edition of Chalo Loku in the Capital Complex. Dwelling on the Loku mythology, he said that Loku is associated with harvesting of paddy, praying to almighty Rang for bumper harvest and peace and prosperity of mankind.

Mossang appealed all to preserve their rich culture and forget their enmity, hatred, envy and jealousy during the festivals.
Addressing the gathering Koloriang MLA Pani Taram said that the festivals of all the tribes of Arunachal Pradesh are mostly related to agriculture. He urged all not to mix religion and culture and partake in festival celebrations irrespective of what faith they professed.
MLA and Chief of Borduria, Wanglin Lowangdong said that festivals foster love, peace and happiness and urged the Noctes not to trivialize their festivals by indulging in petty political and ethnic differences. He said that no divisive forces should be allowed to divide the well structured Nocte society.
Lowangdong appealed the government of India to open tourist circuit for Tirap, Changlang and Longding.
Earlier, president of the Chalo Loku committee Chahwang Lowang, ZPC highlighted the significance of the festival.
Denhang Bosai, Secretary of the Society for Promotion of Nocte Indigenous Culture also spoke on the occasion.
Folk dances presented by the villagers of Moktowa and Longthan (Laptang) villages enthralled the festival revellers including foreign tourists.

Over 1.6 lakh enrollments under APCMUHIS: Dr. Nishing
ITANAGAR, Nov 25: A total of 1,63,739 households have been enrolled under Arunachal Pradesh Chief Ministers Universal Health Insurance Scheme (APCMUHIS) and 94 beneficiary patients were admitted in the hospitals in Arunachal and outside the state and have received free treatment so far, informed Dr. K Nishing, Executive director, APCMUHIS.
Addressing a meeting of the State empowered committee of APCMUHIS held today to assess and review the progress of implementation of the scheme, Dr. Nishing informed that 1000 APCMUHIS manuals consisting of full information and guidelines and list of empanelled hospitals were published and distributed to all the Deputy Commissioners, district medical authorities and to public leaders.

Time to emulate good examples

In a bid to improve its image and transparency in its Governance, Chief Minister of Assam, Tarun Gogoi has invoked section 7 of Prevention of Corruption Act, 1988, where department does not need to obtain prior permission from the Government for undertaking preliminary or regular inquiry.
It is only after the inquiry is completed would the Director need to obtain prosecution sanction. By invoking this, he has delegated power to Chief Secretary to initiate inquiry at the level of Joint Secretaries but Secretary level officers will be approved by themselves.
Likewise Mizoram Chief Minister Lal Thanhawala has made public a list of 25 gazetted officers who are being investigated by vigilance department for various corruption charges which includes PWD Engineers, Police officers etc.
Interestingly, these two States are being ruled by Congress Government.
During the UPA period, fund was flowing in even when there was no submission of fund Utilization Certificates against the funds released by Centre because the same party were ruling at Centre and States.
However, after change of guard at the Centre, it is mandatory to submit Utilization Certificate and Quarterly Progress Report (QPR) on physical and financial achievements.
Now, State Government is facing herculean task of furnishing these data to Centre as fund release is subject to timely submission of these data.
As such, fund flow into State has declined due to strict guidelines issued by Centre. State is facing hardship in managing State matching share. This should be real criteria for releasing of Central fund.
In our State, individual asset are growing day by day in form of high rise building, contracting firms, luxury SUV cars etc but infrastructure of public utility like roads, office buildings, hospitals, schools, colleges etc are in pitiable conditions.
We need to have strict vigilance on officers as their known source of income is somewhat low when compared to their assets. Annual Property return filling must be made mandatory to assess the quantum of asset they possess.
If ruling party in State adopts better transparent system like e-
It’s high time to contribute in developing the State as a whole rather than competing in acquiring individual property.

Open letter to Minister Education
Dear Editor,
Of late, we find Education department is trying to revamp government schools under your stewardship for better education in the State. But it is not understood that why the private schools are being spared and not brought under the purview of education policy, safety of children, quality of teaching. There are many bitter experiences sometimes we confront regarding ragging and teachers’ anarchies. All the teachers of government and private school should be brought under same platform, like periodical trainings by DIETs, equal qualification, teacher’s character, conduct, behaviour, attitudes towards students.
There must be zero torture in schools by the teachers. Recently, we have seen on TV about a kindergarten school torturing children inhumanly.
At Itanagar also, we often come to notice misconduct of teachers towards students.
Teachers in almost all the private schools even in missionary and NGO schools are

These type of tortures in schools creates tension, mental agony, fear psychosis which leads to even psychological problems in students. Most of the teachers adopt horrifying and torturing students as a method of their teaching.
Most of the schools do not have proper security and safety measures to prevent untoward
incidents, some schools do not have even boundary and security fencing, proper building
and control over students. Now-
I appeal our Minister Education to look into this serious issue and direct the officers and school inspectors to issue proper guidelines to all government and private schools and monitor both government and private schools regularly.

employees and students to ensure fearless and zero-
All the schools should follow the prescribed books and subjects of NCERT instead of introducing their own published books. Private schools should submit profile of their teachers and photographs to the respective District Education Officer for verification of their eligibility and antecedents.
Each school must have academic committee with members from parents, teachers and education officers and follow the national education policy.
The school buildings must be provided with all safety measures, first aids, medical facilities, clean sanitary, drinking water and electronic surveillance system/CCTV to ensure safety and security of the students. Administration should also take cognizance of bizarre incidents that happened recently in Bangalore schools to introduce foolproof system in our Schools. There should be limit of students to a reasonable extent to ensure proper ratio of students and teachers. Private schools should also come under consumer act as they realize huge fees than the government schools.
Parents should also ensure proper discipline in their children and not indulge in lavish lifestyle like providing huge pocket money. Govt should ban sale of tobacco and alcoholic and aerated drinks.
They should maintain sufficient distance from wine shops from educational institutes, schools, residential areas. Some schools are also running canteen with ample stock of food items not suitable for children under 18. Deputy Commissioners and Commissioner (Education) should make unannounced visits to schools, classes and hostels every month. So, I am hopeful that our Education Department keeps their eyes open for better tomorrow.

Namsai district and its people
It becomes a joyous moment when something new is created. The people of Namsai have reason to rejoice as Chief Minister Nabam Tuki officially declared Namsai a new district of Arunachal. In the words of Tuki “It is a day to rejoice for the people of this beautiful place as their long cherished dream is fulfilled…..The district was created to bring administration to people’s doorsteps despite opposition from various quarters.”
Of course, we are also in agreement with the CM that Namsai being the youngest district deserves more care and affection from the government. It is inspiring when the CM said “we are committed to provide all support to make it a model district.”
No doubt, creation of district will bring succor to the local people who are longing for development at par with other states of the country. At least, it would help the government to provide administration at the door steps of the people. And hopefully, it would be a citizens’ delight if the Govt endeavours to make it a model district.
It is hoped that the people of Namsai will wholeheartedly cooperate with the Govt in creation of infrastructure or implementation of development project in the new district. At the same time, it is also expected that the Govt will accelerate the development process in the new district and make it sure that fund crisis or weariness in administrative procedure will not come in the way of development.
