State football team for NE Sports Competition

ITANAGAR, Nov 25: A 16 member State Football Team for the ensuing National Level North East Sports Competition- 2014 to be held here from December 10 to 13 has been selected after a day-long selection trial today. The trail was conducted at Sangey Lhaden Sports Academy playground by the selection committee appointed by Arunachal Pradesh Football Association.

The team: Toko Poliam, Pani Raju, Robinso Drai, Kito Loya, Tarh Rajkumar, Biri Pada, Gangte Chapi, Techi Takar (II), Vijay Keno, Techi Takar, Nabam Peri, Pura Byai, Tadar Kojum, Tamuk Taja, Nguri Abin, Tage Pilya.

Kipa Bharat and TD Wanja are the Coach and Assistant Coach respectively, informed Selection Committee Chairman Kipa Takum.

 

Onyok Moyong memorial cricket tourney begins

PASIGHAT, Nov 25: The 6th Onyok Moyong Memorial Cricket Tournament began at IGJ Govt. Hr. Sec. School playground of today.

Siang Rider Cricket Club defeated the Renging Cricket Club by 10 wickets in the opening match today.

Deciding to bat first after winning the toss, Rengging CC could score a paltry 39 runs losing 10 wickets in 16 over. Siang Rider CC successfully chased the target without losing any wicket. Winning team’s India Taruk, who took two wickets and made 38 runs, was chosen as man of the match.

19 teams from the district are participating in the tournament.

The final match will be played on December 5.

 

Principal Secretary takes stock of law and order situation

CHANGLANG, Nov 25: The Principal Secretary, Home, Vigilance Power and Political, Govt of Arunachal Pradesh, Dharmendra Sharma took stock of the Law and order situation in the entire Changlang District during his three day official tour in the district.

The Principal Secretary along with SP Changlang Vijay Kumar, visited the police establishment at Namtok Circle and interacted with the police personnel. He also visited Sub-Jail Changlang and checked the records of prisoners and facilities given to them. He also visited Police stations at Jairampur, Nampong, Kharsang and Miao, and inspected Lock ups, arms & ammunition rooms and records being maintained and later inspected the various under construction infrastructure of various police stations in the district. Project affected demands

ITANAGAR, Nov 25: The Project Affected Peoples’ Forum (PAPF) of 3097 MW EHEPCL Etalin project has appealed for introduction of direct electronic cash transfer of one percent power fee from the project developer’s into their account through the Local Area Development Committee.

In its memorandum submitted to the Chief Minister, it requested for its implementation against the hydro projects allotted to M/S Jindal Steel and Arunachal Pradesh Hydro Power Corporation Limited.  Its other demands include equity fee against the EHEPCL project to ensure the PAPFs for bearing the 100 percent expenses to be incurred on the compensation and R&R Plan Package and implementation of Compensation Package against the diversion of USF land.

Meanwhile, the forum has claimed that the Chief Minister has assured to look into their demands.

 

IAF selects 35 youths in recruitment rally

PASIGHAT, Nov 25: Two days IAF recruitment-rally held at Pasighat concluded today in presence of AIR CMDE HK Dhiman.

Altogether, 35 youths qualified in written tests for GP ’X’ (Non-technical) and GP ‘Y’ (Technical). The next recruitment rally would be held in February next at Guwahati, informed IAF sources.

The selection test was organised by 11 Airmen Selection Centre, Guwahati led by WG CDR Pushpendra Singh (VSM) Commanding Officer of 11 ASC, with supports and cooperation of East Siang District administration.

Air Commodore A.K. Dhiwan VSM President Central Airmen Selection Board, New Delhi said that those candidates who will qualify in the physical test will have to undergo training at Belgaum, Karnataka during July 2015.DIPRO

 

Make the leakage report public: APPSCCE (Main) aspirants

ITANAGAR, Nov 25: The aspirants of the APPSCCE (Main) 2013-14 have expressed concern over the stoic silence on the governments’ part regarding the alleged leakage of the question papers of the APPSCCE (Mains) - 2013-14.

In its letter submitted to the Chief Secretary seeking report of the enquiry conducted on the issue to be made public within a week’s time, it claimed that the issue was yet to see any result. The letter, since it was forwarded to the office of Chief Minister, has been dumped for reasons best known to the government, they lamented.

Further delay in action may compel us to knock the door of the court or the appropriate higher authority; they further said adding that the inaction is demoralizing the enthusiasm of the aspirants.

 

KVK training

ITANAGAR, Nov 25: A two days district level training on sustainable production and management strategies of Rabi crops for higher income generation was conducted by Krishi Vigyan Kendra (KVK), West Siang on November 24 and 25.

The programme was participated by 40 farmers from different parts of the district. During the training programme, KVK programme coordinator (in-charge) A Kirankumar Singh explained the farmers on production and management strategies of True Potato Seed for higher production and storage techniques and successful production and management strategies of Rapeseed/Mustard for higher income generation.

Badapmain Makdoh, Scientist (Agronomy) delivered a lecture on strategic management of Pea for higher income generation through increased production.

A thorough interaction between the scientists and the farmers was also conducted to clarify all the doubts of farmers.

Seeds of Rapeseed, Pea and True Potato Seed (TPS) were also distributed to the farmers.

The farmers have shown keen interest on True Potato Seed (TPS) as the crop is being introduced for the first.

The scientists assured the farmers of technical guidance and support for any problems in cultivation of the crop.

 

SBI branch demanded

ITANAGAR, Nov 25: The people of Kaying-Payum Area Development Committee (KPADC) in memorandum has demanded the West Siang Deputy Commissioner to do the needful for creation of new State Bank of India (SBI) branch and a sub-treasury office at Kaying.

Kaying being one of the rapidly growing town in the state in terms of population and economic activities fulfill all the basic criteria for establishment of a bank branch and treasury office. It has about 5000 population within the town area and it is surrounded by 24 villages which may have more than 10000 populations, the memorandum said.

Beside the civilian population, there are large numbers of salaried people who are facing problems in drawing salaries at Aalo. There are also some departments who have DDOs powers but doing there transactions at Aalo and this can be avoided if the new branch is opened at Kaying, the memorandum said.

Apart from this, there are two GREF companies, 92 RCC and 144 BCC which is very much likely to open more than 2000 accounts as soon as the branch starts functioning.

Moreover, there are private power developers like, Reliance Power, JP, Sarda Echo Power Ltd etc. working in the area. Further, there are more than 1000 Indian Army Jawans, Arunachal Scouts and ITBP personals in Kaying.

It informed that one Kaying based NGO, the Peoples Action for Development (PAD) wrote to the Regional Manager SBI Regional Office Itanagar for creation of a new SBI branch at Kaying last year, which was responded positively and assured to initiate necessary action at the earliest but nothing has happened till date.

MLA Tamiyo Taga also wrote a letter to the Regional Manager State Bank of India, Regional Office Itanagar last year for creation of new SBI branch at Kaying and the Regional Manager had promised to send an inspection team to Kaying in March this year but its promises remained unfulfilled, the memorandum rued.

 

Communal Harmony Campaign Week observed

ITANAGAR, Nov 25: The National Service Scheme (NSS) unit of Govt. Higher Secondary School, Itanagar observed the Communal Harmony Campaign Week and Flag Day to inculcate sense of unity in diversity amongst the people and to promote the national integration from November 19 to 25.

Various literary programmes like poem recitation competition, debate etc were organized as part of the week-long observation. The NSS volunteers also conducted social service in the school campus.

The Flag Day was observed on November 25 by selling flag stickers to people to spread the message of communal harmony and national integration.

 

Exposure tour

ITANAGAR, Nov 25: A 23 member team of local people of West Kameng district left for Goa and other parts of the country on an exposure tour organized by Kaying based NGO Peoples Action for Development (PAD) from November 25 to December 5.

The objective of the tour is to expose the local people to people of other parts of the county.

 

Cub Bulbul Utsav

ITANAGAR, Nov 25: Three days district Level Cub Bulbul Utsav organized by the district headquarters, Bharat Scouts & Guides, Papum Pare, Yupia concluded at Govt. Middle School Borum yesterday.

Many activities like Cub Greeting, Bulbul Tree, Ka Dance, Tara Story, jungle dance, bulbul greeting, storytelling, poem recitation, balance keeping race, frog race, balloon bursting, musical chair race, group song and dance, quiz competition, make friend competition etc were conducted during the camp.

The valedictory function was attended by Parliamentary Secretary (Urban Development & Land Management) Techi Kaso, who encouraged the Cubs and Bulbuls to participate in such activities in a disciplined manner along with academic studies. He announced to provide Rs.1.5 lakh for uniforms to the district from MLA Local Area Development fund. He also assured to manage land for District Training Centre.

Sixty 60 Cubs and Bulbuls of age between 6 to 10 years from five schools, five service Scouts & Guides and 10 Scout and Guides participated in the camp.

 

Kishori Diwas celebrated

ITANAGAR, Nov 25: Urban ICDS Project, Itanagar celebrated “Kishori Diwas” under Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGSEAG)-SABLA at Nyoukum-Lapang here today.

A team of medical officers and officials from Raj Bhawan Dispensary attended the programme, who conducted health check up of all the adolescent girls.

T. Banerjee, DO, CFNEU, Ministry of WCD, GoI attending the Diwas as one of the resources persons dwelt about basics of food and nutrition for the adolescent girls according to their ages.

Earlier, SC Tok, CDPO of the project highlighted the objective of the scheme and exhorted all the adolescent girls to reap the benefit out of the programme.

Pape Nyokir and Gyamar Hipik, Ward Member-Cum-Chairperson of Adi Basti and C-Sect-II Anganwadi centre respectively also attended the programme.

Around 90 adolescent girls, expecting mothers and Anganwadi workers and helpers of the area attended the Diwas.

 

Venture capital to set up agribusiness projects

ITANAGAR, Nov 25: Small Farmers Agri-Business Consortium (SFAC) a society promoted by Department of Agriculture and Cooperation, Ministry of Agriculture, Govt of India has brought Venture Capital Assistance Scheme which offers assistance to Agripreneurs in Arunachal Pradesh.

As part of its proposed state level awareness camps during 10th quarter for North East states, the camp will be held in Itanagar on December 1. The scheme offers venture capital to set up agribusiness projects and Project Development Facility (PDF) to assist producers, producer groups/organisations, and units in agri-export zones and agriculture graduates in preparation of economically viable Detailed Project Report.

The scheme envisages single window approach while associating with banks financing the projects, to extend venture capital, with term loan and working capital, to agribusiness applicants.

 

Demand opposed

ITANAGAR, Nov 25: The central executive committee of All Arunachal Sarva Shiksha Abhiyan Teachers ‘Association (CEC AASSATA) has termed the demand of the Arunachal Pradesh Elementary Teachers' Association (APETA) for devolution of power of State Project Director (SPD) to the Directorate of Elementary Education (DEE) as baseless and unfounded.

Reacting to the news item published in this daily on Nov 21, (APETA seeks devolution of power to DEE), the AASSATA said the activities of the SPD Rajya Mission including formulation of policy and programme of SSA in the state cannot be handled by single DEE. Opposing the demand, it further said the “DEE has its independent department to deal with its own official activities.”

 

7th blood donation camp of CYO

ITANAGAR, Nov 25: The Capital Youth Organization (CYO) started its 7th Blood Donation Camp from R K Mission Hospital here today. The programme was declared open by Gumjum Haider, NESO adviser and Togo Rebe, President All Arunachal Pradesh Anti-Drug Association in a simple function. More than 63 youth participated in the programme and donated their blood to the RKMH blood bank.

Swami Pradipta Nanda and Swami Vedavidyananda appreciated the noble work of the organization saying that service to people is direct service to God.

 

Workshop on behavioral interventions for excellence at workplace

ITANAGAR, Nov 25: A one day workshop on “Behavioral Intervention for excellence at workplace” was organized by the Department of Management, Rajiv Gandhi University (RGU) today.

Prof. R.M Pant, Director, NIRD, Guwahati in his speech, spoke about the importance of motivation and how to keep one-self motivated at workplace.

Pinky Sharma, Deputy Manager (Personal), AIDC, highlighted the importance of behavioral communication at workplace. She said that the behavior of a person has huge impact on the peers as well as subordinates. This in turn has an overall impact on the productivity of an organization.

Oni Apum, HR Manager, NEEPCO spoke on the qualities that a person must possess in order to become a leader. He was of the opinion that a true leader leads by example. Only a patient listener can understand the problems of others and empathize with them. Thus a leader must be a good listener, he added.

Along with students of RGU, the students of the Management Department of North Eastern Region of Science and Technical Education (NERIST) also participated in the workshop.

The workshop was aimed at exposing the students to people who are working in industry, so that they can relate the theories they read everyday in class with the practical experiences which were shared by the resource persons.

Earlier, the session was formally declared open by Vice Chancellor of RGU, Professor Tamo Mibang.

 

Tezu job mela benefits youths of 3 districts

TEZU, Nov 25: A total of 170 youths turned up in the Job Mela cum Recruitment Rally conducted by the District Industries Centre, Tezu at their office complex on November 22. Twelve Vocational Training Providers (VTPs) from all the major cities of the country also participated to provide counseling to the youths.

Tezu Job mela provides opportunities to job seekers and unemployed youths of Lohit, Namsai and Anjaw districts in different trades, informed the Deputy Director of Industries Dani Abing.

During the course of one-day programme, the VTPs interacted with the participants and counseled them suitably for their career building and choice of vocation for training and employment in different fields such as fashion designing, grooming, beauty hair and care, banking and finance, electricals and electronics etc.

The candidates will undergo skill development training courses in different institutions of the country with expenses being borne by the Government of Arunachal Pradesh. Training duration varies from one month to one year depending on vocations the participants choose to undergo, on completion of training; subsequently the VTPs will place the successful trainees in their companies. Meeting on regulation of clinical establishment held

SEPPA, Nov 25: A meeting on regulation of clinical establishment was held at DC’s chamber, Seppa yesterday.

Chairing the meeting, Deputy Commissioner Sandeep Kumar Singh directed DMO for regular checking of laboratory or other equipments and also verification of certificates of technicians. He also cautioned that no clinical establishment should open in absence of laboratory technician.

DMO Dr. N. G0eyi clarified that clinical establishment includes clinical laboratory or diagnostic centres excluding pharmacy were medicines are sold. He said that regular checking shall be conducted in order to see whether they are complying with guidelines or not.

Dr. K. Gyadi, Medical Superintendent informed that clinical establishment Act,2010 (GOI) is being implemented throughout the state under which no person can run a clinical establishment without registration under the Act and every clinical establishment either private or government has to apply to District Registering (DRA) Authority for registration under the Act. He asked all the technicians for maintenance of register and furnishing data or information to DMO’s office by 15 of every following month.

IMC resolves to manage solid wastes

ITANAGAR, Nov 25: The Itanagar Municipal Council (IMC) in its 10th Business Meeting at Naharlagun today adopted several resolutions, including proper management of solid wastes.

The meeting resolved door to door marking of every household within the IMC for proper identification of the household, discourage bamboo plantation in and around the government quarters, colonies and create awareness on health, to issue NOC for Earth cutting and any other development work done by any individual or governmental organization.

The IMC has further decided to impose minimum possible civic charge for solid waste management from the dwellers of Itanagar municipality. It will pursue the state government to release the proposed sanitation vehicle for proper management of the sanitation in the Capital Complex to keep the city clean.

 

DLSDEGIC meeting held

SEPPA, Nov 25: The District Level Skill Development and Employment Generation implementing committee (DLSDEGIC) meeting was held at DC’s chamber Seppa, yesterday. Deputy Commissioner Sandeep Kumar Singh stressed on the need to equip the youths with work skills enabling them to reap the demographic potentials of the region and also to face the challenges of earning lively hood by the virtue of hard work. He also stressed on giving emphasis on imparting employment oriented trainings based on availability of raw materials and demands in the market. He urged the members to identity appropriate trades for training for result oriented out come. The committee discussed at length about various ways means necessary for enhancing skill development of the youth and improving employment prospects which included training on beauty care, hair dressing, Dao making, carpentry etc.

Various approaches in imparting skill development and employment generation opportunity in the district were discussed during the meeting.

The action plan for the forthcoming district wise job mela cum skill development rally to be held at Seppa from December 9-14 was also prepared during the meeting. DIPRO

Cold Tawang reels under shortage of Kerosene

TAWANG, Nov 25: With the onset of the severe winter and the temperature dropping below subzero in Tawang, there is a huge outcry over the shortage of SKO in the district. Kerosene in the district is 75 percent short to the actual entitled requirement of 48KL (kiloliters) considering an allocation of 3.95 liters per ration card per month of 12,315 ration card holders.

On contacting the office of the DF&SCO Tawang, it was found that the entire district is allocated only 18 to 28KL in a month which means 1.46 to 2.27 liters of kerosene allocation per ration card holder.

“I have a considerable difficult task of managing supply versus demand. And to see to that all beneficiaries are fairly catered their share, I can at the maximum issue 3 liters of kerosene to a card holder”, said DF&SCO Tawang in response to the scarcity of SKO in the district.

A large section of the society living in rural parts of Tawang who do not have LPG connection nor can avail the benefit is dependent on kerosene for both cooking and heating purpose which also serves as an alternate source of illuminating homes during the lean winter season when there is huge shortage of power supply in the entire district.

A woman in her late 60s at the kerosene depot standing in a queue shared how she manages cooking three meals a day on 3 (or less) liters of subsidised kerosene.

“Almost the entire month I end up burning straws to make fire for cooking, even stringent use of 3 liters last for 10 to 12 days. God alone knows who will sort out the crisis”, she added.

 

 

Arunachal Times Media Scholarships annouced

ITANAGAR, Nov 25: The Arunachal Times has announced the winners of "The Arunachal Times Media Scholarships". The winner this year in the undergraduate category is Hage Yami of Saint Claret College, Ziro while Raja Camdir Tok from the Rajiv Gandhi University has been selected from amongst the post-graduates.

The awards were instituted last year as part of the publication’s silver jubilee celebration and are intended to promote research intensive writing, particularly in using RTI as a tool for information sharing.

The scholarships are offered to Arunachal students pursuing Mass Communication at the undergraduate and post graduate levels in the state. It consists of a certificate and an annual scholarship of Rs. 25,000.

In addition to this, the selected scholars will also have 10 of their articles published in The Arunachal Times over a period of a year, which will not only add to their portfolio but also give readers an insight into what young Arunachal is thinking.

Of the two selected scholars, Hage Yami is a second year student at St Claret College. Daughter of Hage Taming and Hage Yakang, Yami is a product of Higher Secondary School, Ziro.

Son of Tagu Camdir Tok and Yadap Camdir Tok, Raja is a product from VKV and Higher Secondary School Seijosa. He graduated from Dera Natung Govt College.

 

 

Struggle for power; uneasy times ahead

Even though the Indian government has propagated big and mega hydro power projects in  Arunachal to tide over its power scarcity as well as to tap the massive water resources, partly a nervous response to the Chinese plans of damming the Yarlung Tsangpo in Tibet,  the report of China making operational a dam has triggered anxiety of gigantic proportions.

With plans to fully commission the project next year, there are fears that it will result in flash flood as well as deprivation of water resources in downstream Arunachal, Assam and Bangladesh.

Even though China had started studies on Tsangpo River in the early 70’s to tap the hydro power resources, for a long time it continued to deny that it was planning or building any dams on the River.

But then on Sunday, it came out in public that the plant of 510 MW is indeed partly operational. Reports say that three more dams amounting to 1500 MW is to be built soon.

As India has already planned many dam projects in Arunachal, even violating guidelines, it does not make sense to cry foul. Both the countries are on the same mission of tapping resources and on the same river. The downstream Arunachal will have to bear the brunt of floods in days to come as the natural flow of water is bound to be obstructed. Even though it is dubbed a run of the river dam, the flow will be controlled which could mean flash floods which Siang River once experienced in 2002 leaving a trail of devastation.  

And again, there is also report of Chinese plan to divert the Tsangpo waters to northern part of China, which is water scarce. That could ultimately end the Indian Hydro dream in Arunachal. Only time will tell the possible outcomes but the fact remains that in absence of water sharing treaty or even a policy of bilateral cooperation on water between the two powerful countries, the days ahead are going to be absolutely uneasy.

Both countries have so far been very aggressive in its efforts to tap power with no regards whatsoever for fragile ecology. The rush for “Hydro dollar” has blinded the countries to such an extent that it refuses to see any reason.

Pristine nature and biodiversity, once gone can never be gotten back.  Before the devastation is complete and irreparable, it makes sense to come together on a forum to chart out a policy to minimise the destruction of nature in the name of tapping resources.  

Meanwhile, those living along Yarlung Tsangpo, Siang and Brahmaputra can only hope that River will not take the anger out on them.

 

 

A woman found dead

ITANAGAR, Nov 25: One Yagam Marde of Aya-Marde village under Dumporijo circle, Upper Subansiri was found dead in a suspicious condition inside her shop near Hali road at Aya Marde on November 23.

Dumporijo Police has registered a case under section 302 IPC after the relatives of the deceased lodged an FIR at Dumporijo Police Station.

The woman was running a shop after her husband’s death. Although it is yet to be confirmed, she is suspected to have been killed after rape.

The investing officials have collected blood samples of the deceased for examination and three suspects have been arrested from Likabali check gate. All the three alleged accused are reportedly from Laluk under North Lakhimpur district, Assam, informed Galo Students’ Union President Damik Gameh in a release.

Upper Subansiri Galo Students’ Union (USGSU) volunteers found while checking that the three alleged accused were holding fake ILPs and were engaged as labourers of PMGSY road project at Aya-Marde village.

While condemning the incident, both GSU and USGSU strongly condemned negligence of the West Siang district administration as well as the State Govt. for their failure to check bogus ILP holders, who flee the state after committing such heinous crimes.

Both GSU and USGSU have demanded speedy investigation into the case to deliver justice to the family members of the deceased.

Further, GSU cautioned all the contractors and business establishments operating within Galo inhabited areas to refrain from engaging doubtful labourers without having proper ILPs.

 

 

Road connectivity to all villages by 2019: Rijiju

ITANAGAR, Nov 25: Union Minister of State for Home Affairs Kiren Rijiju today said that he would initiate measures to provide road connectivity to all unconnected villages of Arunachal Pradesh by 2019. He said this while Parliamentary Secretary Markio Tado called on him at his office in North Block in New Delhi today.

During his meeting with Rijiju, Tado briefed the Union Minister about the road communication problems of Tali Assembly Constituency, especially Tali ADC headquarters and Pipsorang circles.

While reiterating the fact that Tali was established in 1957 during NEFA period under Political Officer P N Kaul, Tado emphasized that these critical administrative points have remained unconnected with rest of the state for 57 years. Tado informed Rijiju that lack of road connectivity to Tali has resulted in large scale migration of local population to different towns of the state especially to Itanagar, Naharlagan etc mainly due to lack of health, education and other basic facilities.

Tado strongly appealed to the Union Minister to take urgent measures to connect the Pipsorang circle and to give priority to the ongoing road from Chetam to Pipsorang under Additional BADP schemes and also the Indo China Border Road from Damin to Lemiking via Pipsorang Circle to facilitate connectivity for the people of this landlocked area.

Tado also apprised Rijiju that Yangte to Tali Road, the lone road connecting the Tali ADC headquarters, which serves as the lifeline for the people of Tali and Pipsorang, requires improvement along with realignment.

Both Rijiju and Tado discussed in details the accessibility points to these areas and explored the scope for giving immediate road connectivity.

Tado mentioned that it is in the greater interests of the socio economic development of Tali that the connectivity issues should be addressed on priority basis which will check migration of populations to other parts of the state.

Rijiju assured Tado that he would look into the matters raised and requested the latter to come with necessary PFR and DPRs through proper channel as proposed.

 

 

Yak Mela at Tawang

ITANAGAR, Nov. 25: Urban Development, Tourism and Art & Culture etc. Minister Pema Khandu appealed to the scientists to find out the major problems in yak husbandry in consultation with the yak rearers and to give a cost effective solution for these problems. Inaugurating the Yak Mela 2014 at Chhaghar Grazing Ground and Outdoor Stadium Jang, Tawang organized by the ICAR-National Research Centre on Yak, Pema emphasized on the importance of yak in the economy of the highlanders. He appreciated the efforts of ICAR-National Research Centre on Yak for promoting and highlighting scientific yak husbandry practice.

Dr. SM Deb, Director, ICAR-National Research Centre on Yak highlighted the objective of the Yak Mela that aims to promote scientific yak husbandry practices in Tawang. Dr. Deb assured all the nomadic herdsmen that ICAR-NRCY will go an extra mile for the sustainable development of yak husbandry as well as nomadic yak herds of the country.

A livestock competition was organized at Chaghar Grazing field to encourage the yak rearing community in adoption of scientific yak husbandry practices. Over 1000 yak and yak cattle hybrids were gathered in this competition.  

Leki Dhondup of Marmong village was awarded for his best female yak, Phuntso Dorjee of Punglo village was also awarded for his best Dzomo (Yak-Cattle Hybrid-female) and Kesang Zonten of Mago village for his best yak bull.

Exhibition stalls by the yak rearing community with their ethnic item and live demonstration of yak milk product preparation were main the attraction of the mela.

Exhibition stall from yak rearing community of Jang was awarded the best exhibition stall. More than 2000 farmers including 300 yak rearers from different corners of Tawang districts attended the mela. ICAR-NRCY provided 100 yak rearers with basic amenities like tarpolin, rain coat, gum boot, mineral mixture, milking bucket, concentrate mixture, common salt, blanket, calcium preparation and solar emergency light. Nomadic yak herdsmen were registered for opening of bank account under the Pardhanmantri Jan Dhan Yojana and ADHAR card Bank Account with the help of State Bank of India, Jang Branch and district authority.

KVK West Kameng and Tawang made an exhaustive demonstration of the useful technology pertaining to high altitude agriculture.

Brigadier B B Saini, 46 Infantry Brigade, Indian Army and Abhisek Dev, Deputy Commissioner, Tawang were also present to encourage yak rearing community to adopt scientific intervention to make yak husbandry a profitable venture.

The mela was organized in collaboration with 46 Infantry Brigade, Indian Army, Veterinary and Animal Husbandry Department, Tawang and Jang Sports Club.

Khandu was accompanied by Parliamentary Secretary Jambey Tashi and Phurpa Tsering.

 

 

Run Siang

Starting today till Nov 28, athletes better known as trail runners will be charting a journey of 100 kms criss-crossing Siang in the first ever trail run event organised in Arunachal.

The participants will be running along handmade trails that local Adi villagers have built and maintained over generations in Siang valley. These trails connect villages, to agricultural fields and the local hunting spots. The entire trail will include running and crossing three hanging bridges over Siang River.

The course will be a challenging one, covering over 100km of single track technical trail. The distance and elevation will range from 35kms to up and down along 1000mtrs above sea level on the first and second day, and running along 45kms with the same altitude variations on the third day.   

Around 23 trail runners both international and domestic have reached Pasighat for the run starting near Bodak on the left bank of Siang. Top rated Australian trail runner Sarah is also participating in the event.  The first and inaugural edition of the run is being held by invite only. Interested athletes had to register through the runsiang.com website and were later selected by the organisers.

According to runsiang.com, the website of the event, the 3 day run is fully supported, authentic Indian jungle trail running adventure. Beside from the distance of the three day run, focus is directed to community, culture and adventure, informs the organisers.

Runners will be put up at village home-stays with local food, and also local merrymaking of dances and songs will be held for the tired body to rest after the daylong run. Being hosted by families in their traditional Adi houses, it would be an intimate way to experience the local culture.

The run is about community involvement and highlighting the significance of the area, river, jungle and people. The organisers hope to demonstrate how special the area is for protection. At the moment the area is seen as a jungle garden, a bamboo plantation, scattered with bamboo homes amongst the mountains, however, looking at it from the outside world, we can see it as an example of community sustainable living that with a little education, guidance and few steers rather than changing we can produce some spectacular sustainable long-term economical villages, states the organisers.

Members of a local NGO Siang Peoples Forum have fixed up the trail and hanging bridges making them fit for the event. The other organiser and local partners are Forum for Siang Dialogue, Abor Country Tours and Travels, Future Generations and Doying Gumin College.          

Itinerary for the run; Nov 26-Cross hanging bridge to Ponging Village over Yamne near Siang-Yamne confluence, Sissen Village, and hold in Pangi Village. Nov 27-Depart Pangi Village and run to Kumsing Karo Village, Jorsing Village, Kumsing Kumku Village, crossing to main hanging bridge over Siang and holding in Kumsing Karo Village. Nov 28-Depart Karo Village running back to starting point through Pangi Village, Sissen Village and conclude at Pongging Village.

Trail running is a new sport in the state, and Run Siang brings in optimism of charting new territories for all involved with varied interests for the state.

 

 

Arunachal gets Namsai as its 18th district

NAMSAI, Nov 25: Namsai on Tuesday officially became the 18th district of Arunachal Pradesh, as Chief Minister Nabam Tuki made the declaration, amidst jubilation at an inauguration function.

"It is a day to rejoice for the people of this beautiful place as their long cherished dream is fulfilled," Tuki, clad in traditional Khampti attire, said as he received a thunderous applause from the people gathered on the occasion.

The Poi Pee Mau festival ground was agog with enthusiasm as thousands of people thronged the venue to be a part of the grand celebration.

Namsai reverberated with the sounds of Kongpat (Kampti dhol), Paiseng (cymbal), Yammong (Gong), while Khampti youth draped in royal robe (Along-Nagfi) were the cynosure of all eyes.

"The district was created to bring administration to people's doorsteps despite opposition from various quarters," Tuki said and congratulated the people and the lawmakers of the district on the occasion. He said Lohit district was created from erstwhile Lohit Frontier tract and later three new districts, Dibang Valley, Lower Dibang Valley and Anjaw was created from it.

"Namsai being the youngest child deserves more care and affection from the parents (government) and we are committed to provide all support to make it a model district," he said.

The chief minister exhorted the officials to prepare a master plan for the new district and the state government would extend all possible help.

Giving a genesis of the history of the district, Tuki recalled the contributions of various former stalwarts and maintained that Namsai would soon become an education hub of the state, with various educational institutions in the pipeline.

"The Lord Mahabodhi College will change the district into an abode of Buddhist teachings," he said as he highlighted various initiatives of the government through numerous flagship programmes.

The state Assembly on March 20 passed the district re-organisation Bill for creation of Namsai district, and notification was issued on July 15 last year, and the formal announcement was made during the 68th Independence Day celebration on August 15.  PTI

 

 

Chalo Loku celebrated with traditional fervor

ITANAGAR, Nov 25: The Chalo Loku - most popular festival of the Nocte tribe was celebrated with great joy and enthusiasm all over the state, especially in Capital Complex and Tirap district today.

In Capital Complex, the Nocte community celebrated Chalo-Loku with traditional fervor and gaiety at Senki Park. This year cultural troupes from Tupi village, Tirap district added colour and vibrancy to the festival with Loku traditional dances called ‘Boang’.

Speaking on the occasion, Parliamentary Secretary Geology & Mining, Phosum Khimhun said that celebration of festivals strengthens the bonding among the community and various sections of society. Stressing on “Culture and unity”, he called upon the Noctes to preserve and protect their rich, vibrant culture and tradition and unique identity adding that it should be a collective responsibility.

Festival is an integral part of our identity, he reiterated, while emphasizing on the need to remain connected to one’s cultural roots and identity. “We must take efforts to preserve traditional costumes, artifacts and crafts for posterity”, he further said.

Khimhun on the occasion also urged to promote and showcase our festivals to the outside world, which will also boost tourism for our state.

Earlier, the Loku President, Manje Tangjang throwing light on Chalo Loku at Itanagar said that the celebration of this festival started with a modest beginning from 1987 and this year marks the 27th edition of Chalo Loku in the Capital Complex. Dwelling on the Loku mythology, he said that Loku is associated with harvesting of paddy, praying to almighty Rang for bumper harvest and peace and prosperity of mankind.

Young and old alike and guests joined the community dance led by the Tupi Village Cultural Troupe. Chamkhat (Traditional Rituals), flag-hoisting of festival flag, cultural presentations, community feast were other highlights of the daylong celebrations.

‘Boangsiat’ (a house to house dance) is also conducted in the evening as part of the Loku celebrations.

Among others, Secretary Tourism and DoTCL Joram Beda, RCS, W Lowang, Political Secretary to CM, Bamang Tago, Director Art and Culture, Mamta Riba, State Editor, Dept. of Gazetteers, Sokhep Khri also joined the celebrations.

At Khonsa, while extending festival greeting, Civil Supplies Minister Kamlung Mossang informed that Chief Minister Nabam Tuki, who could not attend the festival due to tight schedule, had conveyed his best wishes to all the Noctes. Mossang appealed all to preserve their rich culture and forget their enmity, hatred, envy and jealousy during the festivals.

 Addressing the gathering Koloriang MLA Pani Taram said that the festivals of all the tribes of Arunachal Pradesh are mostly related to agriculture. He urged all not to mix religion and culture and partake in festival celebrations irrespective of what faith they professed.

MLA and Chief of Borduria, Wanglin Lowangdong said that festivals foster love, peace and happiness and urged the Noctes not to trivialize their festivals by indulging in petty political and ethnic differences. He said that no divisive forces should be allowed to divide the well structured Nocte society.

Lowangdong appealed the government of India to open tourist circuit for Tirap, Changlang and Longding.

Earlier, president of the Chalo Loku committee Chahwang Lowang, ZPC highlighted the significance of the festival.

Denhang Bosai, Secretary of the Society for Promotion of Nocte Indigenous Culture also spoke on the occasion.

Folk dances presented by the villagers of Moktowa and Longthan (Laptang) villages enthralled the festival revellers including foreign tourists.

Tezu gets children’s amusement park

TEZU, Nov 25: Tezu-Sunpura MLA Dr. Mohesh Chai has called upon one and all to preserve public properties as their own. “Let us all adopt the habit of preserving public properties as our own property” he said while inaugurating Children’s Amusement Park at DUDA Energy Park here in presence of Deputy Commissioner Dr. B M Mishra, HoDs and public leaders yesterday.

Expressing happiness over having an amusement park of high standard for children at a place like Tezu, he said as a parent I always wanted to see an amusement park where young kids can play around in their leisure times. More items will be provided through MLA LED fund, he announced.

The park has been equipped with all the basic amusement items like see-saw, swings, roller, slide etc. by District Urban Development Agency, Tezu under SJSRY-Swarna Jayanti Shahri Rojgar Yojana. Two solar street lights have been installed by APEDA, Tezu in the Park to facilitate the young children in their recreational activities during dusks. MLA informed that more solar street lights will be installed in near future around Tezu.

Taking opportunity of gathering of Government Officials and public leaders the MLA also asked them to publicize the Prime Minister’s mega project of Jan Dhan Yojana for benefit of large number of people.

Speaking on the occasion, Deputy Commissioner Dr. B M Mishra gave credit to the MLA for opening a children’s Park in Tezu and appealed the public of Tezu to use the park at maximum for their kids’ recreational activities. Capacity building training for farmers

RUKSIN, Nov 25: As a part of its ongoing training cum awareness campaign under Rastriya Krishi Vikash Yojana (RKVY), the East Siang District Agriculture Department today conducted a day long training to build capacity and develop skills of farmers on vegetable cultivation at Linka village under Ruksin circle.

Attending the training as resource person, Agriculture Development officer (ADO) of Sille-Oyan circle elaborated on improved cultivation methods for fruits and vegetables with special reference to seasonal vegetables and oil crops.

The ADO explained various aspects of fruits and vegetable farming including soil testing, preparation of crop field, selection and treatment of seeds, fertilizer and water management and biological pest control measures in crops and vegetables. He said that agriculture department supplies ‘Dolomite’ (lime for management of acidic soil) and other fertilizers and treated seeds besides agriculture implements free of cost. He suggested the rural farmers to keep close contact with the agriculture field assistants for technical know-how in agriculture and allied activities.

Informing the farmers on various adverse affects of chemical pesticides, the ADO discouraged application such as pesticides in crops fields and urged them to adopt biological pest control techniques. He also briefed about the concept of ‘Economic threshold level’ in pest control measures. He also explained on production of natural manure through 'Vermicompost'.

Another ADO Y Gibo of Ruksin circle imparted training on cultivation of seasonal vegetable in kitchen garden. Informing the farmers about the presence of micronutrients in seasonal fruits and vegetables, the ADO suggested them to develop the habit of regular consumption of fruits and vegetables to retain their vivacity. He also encouraged them to produce bio-fertilizers from raw cow dung, which is available in their vicinity.

The training programme was followed by farmer-officer interaction, wherein disease in vegetable crops and their remedial measures were discussed.

A total 30 selected farmers of Linka village, Gaon Burahs and Agriculture Field Assistants of Ruksin circle attended the training programme.

 

 

Intensive Participatory Planning Exercise

ITANAGAR, Nov 25: The third and final batch of State Level workshop cum training of trainers (ToT) on Intensive Participatory Planning Exercise (IPPE) under MENERGA for district resource team (DRT) started at State Institute for Rural Development (SIRD) here today.

Inaugurating the workshop, Tahang Taggu, Secretary, Rural Development and Panchayat Raj (RD & PR), stressed on timely preparation of labour budget of 2015-16 through IPPE within the time frame. He instructed the BDOs to shoulder the responsibilities for proper and timely training to the block planning team (BPT) in their respective blocks immediately after returning from the DRT training.

Highlighting the importance of IPPE training activities in the state, he told the participants that subsequent release of funds under MGNREGA for 61 backward blocks in Arunachal Pradesh depends on timely and proper labour budgets preparation as per IPPE guidelines. Thus pro-active participation of all trained DRT members and mobilisation at every level is important, he said.

Participants from backward blocks of Lower Subansiri, Papum Pare, Upper Subansiri, Anjaw, Tirap and Longding and those participants from other districts who were left out in the previous two batches are attending the training.

Programme coordinator Dr. R. Srivastava, Deputy Director, Rural Development, explained the vision of MoRD, GoI for identification of backward blocks and preparation of labour budget through IPPE mode in 2500 backwards blocks in India.

Aditya Tyagi, PMRDF State Resource Team is the resource person beside faculties from SIRD, Arunachal Pradesh. The programme is being coordinated jointly by S.W. Bagang, AD (NRM), SIRD and Dr. Srivastava.

 

 

Over 1.6 lakh enrollments under APCMUHIS: Dr. Nishing

ITANAGAR, Nov 25: A total of 1,63,739 households have been  enrolled under Arunachal Pradesh Chief Ministers Universal Health Insurance Scheme (APCMUHIS) and 94 beneficiary patients were admitted in the hospitals in Arunachal and outside  the state and have received free treatment so far, informed Dr. K Nishing, Executive director, APCMUHIS.

Addressing a meeting of the State empowered committee of APCMUHIS held today to assess and review the progress of implementation of the scheme, Dr. Nishing informed that 1000 APCMUHIS manuals consisting of full information and guidelines and list of empanelled hospitals were published and distributed to all the Deputy Commissioners, district medical authorities and to public leaders.

The meeting chaired by Tajom Taloh, Commissioner to chief minister expressed satisfaction over the smart card enrolment progress.

Secretary Health Indra Mallo highlighted the various issues about the progress of the scheme

In the afternoon session, the Health Secretary held a review meeting along with New India Assurance Company (health insurance company), Dedicated Health Care Services (TPA) officials, and chalked out the mop-up schedule for enrolment of left out beneficiaries.

She stressed the insurer to complete the mop-up within December 2014. She also asked the insurers to settle the insurance claims timely and to submit the weekly monitoring reports, summary reports to the department. She also asked the the insurance company to have internal review meetings every month and to ensure insurance staff personnel at helpdesk at every district hospital for providing help to the patients for enrolment as well as to get admission in to hospital.

Time to emulate good examples

Dear Editor,

In a bid to improve its image and transparency in its Governance, Chief Minister of Assam, Tarun Gogoi has invoked section  7 of Prevention of Corruption Act, 1988, where department does not need to obtain prior permission from the Government for undertaking preliminary or regular inquiry.

It is only after the inquiry is completed would the Director need to obtain prosecution sanction. By invoking this, he has delegated power to Chief Secretary to initiate inquiry at the level of Joint Secretaries but Secretary level officers will be approved by themselves.

Likewise Mizoram Chief Minister Lal Thanhawala has made public a list of 25 gazetted officers who are being investigated by vigilance department for various corruption charges which includes PWD Engineers, Police officers etc.

Interestingly, these two States are being ruled by Congress Government.

During the UPA period, fund was flowing in even when there was no submission of fund Utilization Certificates against the funds released by Centre because the same party were ruling at Centre and States.

However, after change of guard at the Centre, it is mandatory to submit Utilization Certificate and Quarterly Progress Report (QPR) on physical and financial achievements.

Now, State Government is facing herculean task of furnishing these data to Centre as fund release is subject to timely submission of these data.

As such, fund flow into State has declined due to strict guidelines issued by Centre. State is facing hardship in managing State matching share. This should be real criteria for releasing of Central fund.

In our State, individual asset are growing day by day in form of high rise building, contracting firms, luxury SUV cars etc but infrastructure of public utility like roads, office buildings, hospitals, schools, colleges etc are in pitiable conditions.

We need to have strict vigilance on officers as their known source of income is somewhat low when compared to their assets. Annual Property return filling must be made mandatory to assess the quantum of asset they possess.

If ruling party in State adopts better transparent system like e-procurement of every government services, works, goods then Centre may get impressed and give adequate fund proportionate to its accountability.

It’s high time to contribute in developing the State as a whole rather than competing in acquiring individual property.

Open letter to Minister Education

Dear Editor,

Of late, we find Education department is trying to revamp government schools under your stewardship for better education in the State. But it is not understood that why the private schools are being spared and not brought under the purview of education policy, safety of children, quality of teaching. There are many bitter experiences sometimes we confront regarding ragging and teachers’ anarchies. All the teachers of government and private school should be brought under same platform, like periodical trainings by DIETs, equal qualification, teacher’s character, conduct, behaviour, attitudes towards students.

There must be zero torture in schools by the teachers. Recently, we have seen on TV about a kindergarten school torturing children inhumanly.

At Itanagar also, we often come to notice misconduct of teachers towards students. Teachers in almost all the private schools even in missionary and NGO schools are under-qualified, untrained, lack knowledge of teaching methods, educational and child psychology. The private schools do not take care of health of children in the schools and hostels. As a result, many incidents take place in the institutions of knowledge. Teachers are found torturing students inhumanly, like, canning, battering with scales, iron sticks and dusters, inflict injuries with nail bites, ear pulling and even punishing with endless home works.

These type of tortures in schools creates tension, mental agony, fear psychosis which leads to even psychological problems in students. Most of the teachers adopt horrifying and torturing students as a method of their teaching.

Most of the schools do not have proper security and safety measures to prevent untoward incidents, some schools do not have even boundary and security fencing, proper building and control over students. Now-a-days, students are found indulging in watching bad movies on mobiles, internets, smoking and alcohol or alcohol contained soft drinks, playing cards, gambling during school hours and they wander on the roads and markets during school hours in uniforms.

I appeal our Minister Education to look into this serious issue and direct the officers and school inspectors to issue proper guidelines to all government and private schools and monitor both government and private schools regularly.

The Principals and school management must take responsibility of their teachers, employees and students to ensure fearless and zero-torture teaching.

All the schools should follow the prescribed books and subjects of NCERT instead of introducing their own published books. Private schools should submit profile of their teachers and photographs to the respective District Education Officer for verification of their eligibility and antecedents.

Each school must have academic committee with members from parents, teachers and education officers and follow the national education policy.

The school buildings must be provided with all safety measures, first aids, medical facilities, clean sanitary, drinking water and electronic surveillance system/CCTV to ensure safety and security of the students. Administration should also take cognizance of bizarre incidents that happened recently in Bangalore schools to introduce foolproof system in our Schools. There should be limit of students to a reasonable extent to ensure proper ratio of students and teachers. Private schools should also come under consumer act as they realize huge fees than the government schools.

Parents should also ensure proper discipline in their children and not indulge in lavish lifestyle like providing huge pocket money. Govt should ban sale of tobacco and alcoholic and aerated drinks.

They should maintain sufficient distance from wine shops from educational institutes, schools, residential areas. Some schools are also running canteen with ample stock of food items not suitable for children under 18. Deputy Commissioners and Commissioner (Education) should make unannounced visits to schools, classes and hostels every month. So, I am hopeful that our Education Department keeps their eyes open for better tomorrow.

Praise worthy work

Dear Editor,

It is really praise worthy that Education Minister Tapang Taloh has up-graded Govt Secondary School Pessing to higher secondary school and declared all the schools under 32 Rumgong constituency assembly as catchment area of J.N. College, Pasighat.

When class-x students clear their examination they are running for admission in different districts for their further studies and are facing lots of problems. We did not even easily get admission in J.N. College because it was a non-catchment area of the college.

Therefore up-gradation of Pessing School and declaration of 32 Rumgong Constituency Assembly as a catchment area of J.N. College is a step in the right direction.

Namsai district and its people

It becomes a joyous moment when something new is created. The people of Namsai have reason to rejoice as Chief Minister Nabam Tuki officially declared Namsai a new district of Arunachal. In the words of Tuki “It is a day to rejoice for the people of this beautiful place as their long cherished dream is fulfilled…..The district was created to bring administration to people’s doorsteps despite opposition from various quarters.”

Of course, we are also in agreement with the CM that Namsai being the youngest district deserves more care and affection from the government. It is inspiring when the CM said “we are committed to provide all support to make it a model district.”

No doubt, creation of district will bring succor to the local people who are longing for  development  at par with other states of the country. At least, it would help the government to provide administration at the door steps of the people. And hopefully, it would be a citizens’ delight if the Govt endeavours to make it a model district.

It is hoped that the people of Namsai will wholeheartedly cooperate with the Govt in creation of infrastructure or implementation of development project in the new district. At the same time, it is also expected that the Govt will accelerate the development process in the new district and make it sure that fund crisis or weariness in administrative procedure will not come in the way of development.
